There are three options related to user registration in the system configuration.

Set New User Status To: This option defines default status of new users. If you would like to manually approve new user registrations, choose “disabled” here. New users will be in disabled status and are not allowed to login until you set their status to enabled.

Allow Users Sign Up: You can turn user registration function on and off to the public with this setting. If you turn it off, the only way to create a new user account is through the admin panel.

Email Verification Is Required: New users will be required to verify their email addresses before they are allowed to login, if this setting is “Yes”. The verification link is enclosed in the welcome email.
